Proposed Cessation of Service Operations
Olean Area Transit System (OATS)
Effective Date: June 1, 2024

Public notice is hereby made that the City of Olean is seeking public comment on the proposed cessation of service operations provided by the Olean Area Transit System, also known as OATS. The OATS operates Mondays through Saturdays.

The Olean Area Transit System will cease service operation on May 31, 2024, because of a proposed 26 percent increase in third-party contractor hourly rates for the operation of OATS services on June 1, 2024, and the Covid pandemic-related Federal operating assistance program will no longer be available to the City of Olean to operate OATS in the upcoming fiscal year beginning on June 1, 2024. The expected amount of Federal operating assistance is not adequate to continue the operation of OATS past May 31, 2024.

Comments on the proposed cessation of OATS services are invited from the general public and human service agencies. Interested parties may comment on the changes or obtain more details about services of the Olean Area Transit System by contacting or writing to:

If you wish to comment on the proposed changes, you must provide your comments within ten days of the publication of this notice. Your requests and/or comments must be forwarded to the above person. The City of Olean will consider all comments received before implementing the proposed change.
