Comprehensive Development Plan
The City of Olean Comprehensive Development Plan is HERE!
The City has developed a new Comprehensive Development Plan to continue to foster vision and leadership and chart a fresh course for sustainable economic growth. The planning process kicked off in the Summer of 2023 and was led by community participation events and Task Force Committee meetings to ensure the document is community-driven and supported. The Plan identifies projects to improve quality of life for residents, value-of-location for businesses, and municipal efficiency for the City of Olean. The planning horizon for the City's Comprehensive Development Plan is 20 years. It is the goal that in 2045, the City's newly established vision is reality and that the goals are ready to be updated since many of the strategies and projects in the previous plan (2005-2025) have been achieved.
Here is the final City of Olean 2025-2045 Comprehensive Development Plan adopted by the Common Council on 1/14/2025. Thank you for your input. The City is looking forward to working together in the future to achieve our goals.
Comprehensive Development Plan Update
In the Fall of 2023, the City of Olean began creating a new Comprehensive Development Plan (CDP). The CDP will provide an overview of the planning process and discuss the critical issues the community faces, while also identifying key assets and challenges that will lead to the long-term vision of a vital and dynamic Olean. It also will provide a blueprint for development, preservation and enhancement of residential, commercial, and industrial neighborhoods as well as public facilities, infrastructure and greenspace. The City’s last Comprehensive Plan, adopted in 2005, guided the City’s elected and appointed officials for development-related decisions and capital investment. The City of Olean Common Council adopted the 2025-2045 Comprehensive Development Plan to establish a shared community vision for the future and an action plan to achieve it.
The Comprehensive Development Plan was led by a Task Force Committee (TFC) to provide guidance for the project and help ensure that the study addressed issues relevant to the stakeholders. The TFC was composed of residents, representatives of local organizations and non-profits, and City officials. Membership of the committee included:
